The aim of the proposed information system is to receive, manage and monitor all debt adjustment cases of over-indebted households, which are undertaken by the intermediaries, namely:
A) The lawyers appointed by the local bar associations.
B) Local consumer associations
C) The Prefectural Authorities (or any other Local Government Organization that takes over after the changes of the Kallikrates Programme).
In the context of the operation of the system, it is possible to digitise the applications of citizens sent to the Consumer Ombudsman, document and characterise them using standard fields and store them in the database. These applications are classified in such a way that it is possible both to retrieve and view them and to extract data relating to the amounts owed by the Managing Authority to the intermediaries, depending on the number of cases received and sent by each of them.
Depending on the outcome of the settlement attempt carried out by the intermediaries with the credit institutions on behalf of the indebted citizens, the information system has the possibility to enter the respective success certificate (including the record of the settlement) or the failure certificate. The system has the possibility to export data on the number of successful applications per intermediary, so that the Managing Authority can verify the additional amounts of money to be paid to them.
It is extremely important for the application, given that it has the ability to document and characterise applications, to be able to extract qualitative reports and statistics on cases alongside the above. Examples include the number of applications submitted, the number of successful and unsuccessful applications, the number of cases per credit institution (e.g. which bank has the highest traffic), etc.
