The construction of a courthouse in Edessa was considered imperative, as the existing building that houses all judicial services has been deemed unsuitable by the Judicial Buildings Inspectorate.
Due to the long-term poor maintenance, the failure to upgrade the venues for the administration of justice and the ever-increasing court docket, there are serious weaknesses and deficiencies in the building infrastructure, especially in the regional courts, which make the conditions for the administration of justice problematic. Modern socio-economic needs require the creation of complex complexes – facilities where the judicial material is concentrated in a building with a modern and decent working environment and where its management becomes faster, easier and more effective. For these reasons, the upgrading of court buildings is a universal demand of justice workers (judges, court officials and lawyers), but also of citizens.
The proposed partnership concerns the design, financing, construction, insurance and maintenance, for a period of twenty-seven [27] years, of the new Edessa Courthouse (hereinafter referred to as the “Project” or “proposed partnership”), as well as the relocation of its services from the leased building in which they are currently housed.
The following services will be housed in the new Edessa courthouse:
- Court of First Instance and Prosecutor’s Office
- Magistrates’ Court/ Court of Cassation
- Juvenile Court
- Funds
- Bar Association
In addition, a transitional seat of the Administrative Court of First Instance in Edessa is being re-established by teleconference in order to save time without high costs.
The preparation and submission of this proposal is a necessary condition for the adoption of the Joint Ministerial Decision (by the Ministers of Justice, Development, Infrastructure and Finance) for the inclusion of this project in the PPP process.
